Jennie has 20 years of public policy and government relations experience. She has worked as a consultant since 2019, supporting clients in the healthcare, education, and energy sectors. Jennie has served three Virginia governors, most recently serving as Policy Director for Governor Ralph Northam. Jennie also served as Policy Director and Deputy Secretary of Education for Governor Terry McAuliffe. Previously, Jennie served as Virginia Relations Director for George Washington University and as a Special Assistant for then-Governor Tim Kaine.

She received her Master’s degree in Public Administration from George Washington University and her Bachelor of Arts degree from the University of Virginia. Jennie grew up in Alexandria, Virginia and now lives in Richmond with her family. Jennie recently completed service on the State Council of Higher Education for Virginia and currently serves on the Weinstein JCC Board of Directors.

Matt Mansell

Matt Mansell has worked with the Virginia General Assembly in a number of roles since 2004.  Most recently he was Director of the Office of Policy and Legislative Affairs for Governor Ralph Northam, and previously served as Acting Policy Director and Legislative Director.  Matt has also led the legislative advocacy efforts for two health care associations from 2010 to 2017, was Executive Director of the House Democratic Caucus from 2006 to 2010, and has worked on statewide political campaigns and managed House of Delegates and State Senate campaigns. Matt is a native of Pulaski County in Southwest Virginia and graduated with a BA from Georgetown University.

Jesse Lynch

Jesse Lynch is a public policy and political strategist with over a decade of experience at the highest levels of Virginia’s executive and legislative branches. Most recently, he served as Director of Policy and Legislative Affairs for Governor Glenn Youngkin, where he led the development and advancement of the Governor’s policy agenda, including the introduction of the Governor's proposed budget and legislative initiatives.

In this role, Jesse directed the Governor’s policy team and coordinated across state agencies, the General Assembly, and the Attorney General’s Office. He managed the drafting and review of executive branch regulations and executive orders, negotiated legislative proposals, and oversaw policy development with executive branch agencies. His areas of focus extended across business regulation, energy, healthcare, technology and the Budget.

Prior to joining the Governor’s staff, Jesse served on the Governor-elect’s transition team, where he helped shape the administration’s priorities and legislative roadmap. His earlier experience includes serving as a legislative director in the General Assembly, where he advised multiple legislators on strategy, committee activity, communications, and bill drafting.

Beyond government service, Jesse has consulted on more than twenty-five political campaigns across local, state, and federal levels in multiple states. His campaign experience spans general consulting, strategy, earned and paid media, and targeted voter contact. He has also advised advocacy organizations with significant communications budgets and active political engagement programs, helping shape messaging, strategy, and outreach to elected officials.

Jesse's research and analysis has been featured by respected, non-partisan think tanks.He has previously served as chair of three local Republican committees and maintains trusted relationships with grassroots leaders and political activists throughout the Commonwealth.

A graduate of Radford University and the Sorensen Institute for Political Leadership at the University of Virginia, Jesse lives in Richmond with his wife, Bethany, and their dachshund, Georgie.
